Resource Coordination and Administration

The IR-DO-RCA section supports the Director for International Relations and the International Relations Group Leaders, Section Leaders and Project Managers in the management and planning of the Sector’s material and personnel resources through the provision of centralised and streamlined resources coordination, budgeting, financial and human resources processes and risk management.

The section provides administrative services, ensuring timely and accurate implementation of, and follow-up on, personnel management processes and other administrative matters.

Specific tasks mandated to the section include:

  • Provide strategic analysis, reporting and advice to the Director for International Relations as well as to other members of the IR management (e.g. GLs, SLs, PLs) in all areas supported by the section -e.g. resources management (e.g. MTP, APR processes), personnel planning and recruitment, Risk Management, Data Privacy Protection, Training, D&I, etc.

  • Resources management - plan and coordinate the material & personnel resources of the IR Sector for Operation and Projects, including budgeting the material and human resources, budget allocations, monitoring the execution, etc.).
    • Coordinate the IR sector’s efforts for the preparation of the Medium Term Plan as well as the Annual Progress Report.
    • MTP – analysis and preparation of the IR sector MTP requests; MTP specific reporting.
    • Preparation of the 5 (10)-year materials plan and the personnel plan of the sector, including the recruitment plan – post openings and costing.
    • Implement the resources planning cycle, liaising with the central services in the FAP Department.
    • Ensure appropriate financial administration, including follow-up of requests for funds and other revenues streams, contracts, budget codes and other financial structures maintenance, credit card payments for purchases, etc.
    • Projects - establish the budget; follow-up and monitoring.

  • Follow-up on the IR Sector Procurement needs - departmental requests, contracts, market surveys, tendering, etc. and liaise with the central services in the IPT Department.

  • Manage the selection processes for staff, fellows, admin/tech/doc students, summer students, other MPAs in consultation with relevant colleagues (hiring managers, PLs, SLs, GLs, Director for IR).
  • Represent the International Relations Sector in the respective selection committees, e.g. AFC, TSC.
  • Risk Management – analysis of the IR activities in collaboration with various interlocutors (bottom-up IR risk analysis), establish and keep up to date the IR Risk register.
  • Represent the IR sector in the Enterprise Risk Management Advisory Committee (ERMAC).

  • Coordinate Data Privacy Protection activities in the International Relations Sector, liaising with other entities as needed, e.g. HR, FAP departments.

  • Serve as focal point for Diversity and Inclusion matters in the Sector, liaising with other focal points in the area as needed.

  • Coordinate Learning and Development activities, liaising with other focal points in the area as needed, e.g. HR department.

  • Serve as IR Sector Space Manager, including coordination, reviews and collection of space management needs, liaising with the SCE department and other relevant services.
  • Represent the sector in space management-related forums, working groups and projects, e.g. B.140.

  • Coordinate the Inventory Management efforts in the Sector.

  • Provide Administrative Services to the whole IR sector:
    • IR Sector Departmental Administrative Office (DAO) secretariat, including management of subsistence claims, reimbursements, personnel-related actions, etc.
    • Group Administrative Offices (GAO) support to the DS, DO, ECO, SG groups – administrative front-line support for all categories of personnel, special and sick leaves, welcome and leave formalities for all newcomers and leaving personnel
    • Liaise with the HR, FAP and IPT departments for the fulfillment of the administrative services.

  • Contents management/keeping up-to-date of the IR sector web-site.
     
  • IR sector social events coordination.

  • Duty Travel Management - provide monitoring and support to the whole IR sector (including external visitors and guests of the sector) for all duty travel activities.
  • Participate in updates to the travel procedures and travel policy via the official CERN channels, based on the IR sector feedback; liaise with the FAP department in the area of Travel Management.

  • Serve as an entry point and follow up of CERN copyright requests and any other corporate communication requests for the usage of CERN official logos and any other audiovisual or communication materials.
